Igor Bondarenko: When forming potential united communities, their economic capacity should be taken into account

On Wednesday, July 17, a working meeting under the chairmanship of Igor Bondarenko on improving the administrative and territorial structure of Transcarpathian region was held in the Regional State Administration.

Based on the results of the focus group "Spatial Development of Territories" for the project Regional Development Strategy of Transcarpathian Region for 2021-2027, they discussed the main aspects of territorial planning, taking into account methodological recommendations for the formation of united territorial communities, as well as the main state programs for supporting decentralization processes.

The head of the regional state administration drew attention to the need to hold additional consultations with the Center of Local Self-Government, the Association of Ukrainian Cities and other expert organizations, which in recent years have been supporting the process of the formation of united territorial communities in Transcarpathian region. He also emphasized the need to take into account the economic capacity of potential communities, geographic features, and the positions of the cities of regional significance, suggested that consideration be given to the discussions of local government bodies at the district level during the formation of the Prospective Plan for the formation of capable united territorial communities.

The participants of the meeting also discussed the work on developing the proposals for planning the territory of the region at the next stage of decentralization – determining the number of districts in Transcarpathian region. 

Summing up the meeting, I. Bondarenko emphasized the formation of an interdepartmental working group on the preparation of proposals on the administrative-territorial structure of the basic and district levels in Transcarpathian region, which shall, by August 1 of this year, summarize the existing results on the implementation of the decentralization reform in Transcarpathian region.
