Moskal regards the detention of the head of the Vynogradiv District State Administration as an unprofessional and cheap provocation

We have already reported that the police detained the head of the Vynogradiv district state administration on bribes. The reaction of the Transcarpathian Regional State Administration was quick.

The Transcarpathian Regional State Administration regards the events in Vynogradiv with the detention of the head of the Vynogradiv district state administration Mykhailo Rusanyuk as a gross, unprofessional and cheap provocation by officers of the Economic Crime Department.
– Here are just a few facts that we have found out today, – Hennadiy Moskal says. – On July 17, the Department of Education, Youth and Sports of the Vynogradiv District State Administration represented by the head of the Department, Yuriy Svyshcho, entered into an agreement No. 400 with an entrepreneur, Mr. Snigur Andriy, a resident of the city of Lviv, at UAH 87 thousand for the purchase of tablets for children with special educational needs. On the same day, the Department of Education, Youth and Sports of the Vynogradiv District State Administration concluded five more contracts with the same entrepreneur Snigur – for the purchase of cement, lime, solvents for putty and other building materials for the total amount of 299.6 thousand hryvnias. The total amount was deliberately split into separate contracts to avoid bidding procedures.  
4 days before signing the contract, July 13, Snigur appealed to the National Police of Ukraine with a written statement that the officials of the Vynogradiv District State Administration were demanding from him cash for signing a contract for the purchase of tablets. On July 14, the National Police of Ukraine registered the statement in the Unified Register of Pre-trial Investigations. And last night, a group of investigators of the National Police of Ukraine and officers of the Economic Crime Department located in Uzhgorod, under the procedural control of the General Prosecutor’s Office of Ukraine, arrived to the city of Vynogradiv and began to conduct searches in the offices and at homes of the head of the DSA and his first deputy. The operatives were behaving rude, broke the doors in the offices of the DSA. In the car of the head of the DSA Mykhailo Rusanyuk on the parking lot near the District State Administration, during the search, they found eight thousand marked hryvnia bills on the back seat under a blanket. Nothing was found during the searches at home and at the work places of the head of the DSA and his first deputy, as well as the personal search of M.Rusanyuk. 
The regional state administration regards the events in Vynogradiv as a gross, cheap and unprofessional provocation of the economic crime department. We will conduct a parallel investigation of the case, find out all the details, and inform the public about them.
