A meeting of the Advisory Council on the Protection of Cultural Heritage took place in Uzhgorod (PHOTOS)

On May 16, a meeting of the Advisory Council on the Protection of Cultural Heritage at the Transcarpathian Regional State Administration took place in Uzhgorod. This time, 11 projects involving changes in the historical area were submitted for consideration. All but one project, from Beregovo, concerned changes in the historical part of Uzhgorod.

The first to be considered was the issue concerning the building at Narodna Square, 5. It has been the subject of the confrontation between representatives of trade unions, who used the building until recently, and the court which was granted this building. Even yesterday, trade union activists picketed the RSA, demanding to return their property, and while disputes persist, representatives of the Transcarpathian Regional Court are preparing documentation for the repair of the historic building of the Regional Court with expansion of the area by 1,200 sq. m.

Architecture researchers from the project "Uzhhorod Modernism", whose representatives – Lina Degtyareva and Oleg Olashin – were also invited to the meeting of the Advisory Council, spoke against such plans. They said that any reconstruction of buildings in the Small Galagov quarter was unacceptable, since Uzhgorod has begun the preparation of an application for the inclusion of this neighbourhood of the city to the UNESCO World Heritage List. After lengthy discussions, during which the court representative tried to persuade members of the council in the necessity to expand the area of ​​the premises, the participants agreed that this issue should be further studied.

Then, the members of the advisory council reviewed the historical and town-planning substantiation of the design of the observation tower at Kapitulna Street, 24. The owner of the land, diplomat Alen Panov plans to build on 70 square meters a brick and stone tower with a total height of 22 meters. This tower, according to the author, could become a sort of a town hall, which Uzhgorod has never had for various reasons. The project has already undergone several stages of consultation at the Ministry of Culture, but now it needs to be brought to the attention of the regional Department of Culture. It should be noted that the idea of ​​the observation tower did not find support among the members of the advisory council, so they voted against it. However, the final decision will be made by experts of the Ministry of Culture, since it concerns the construction within the Castle Hill protection zone.

The third project concerned the restoration of the facade of the building on the Kapitulna Street, 14. This is a beautiful old house in which a priest of the Mukachevo Greek-Catholic diocese, teacher and philanthropist Emmanuel Roshkovich lived. His house on Kapitulna street has been in a terrible state for many years, so the need for its repair was recognized by all members of the council. However, the owner of the building, Alen Panov, was advised first to obtain a protection passport for the building as a newly discovered architectural monument of local significance.

The reconstruction of the apartment with addition of the attic in a building on Petofi Square was sent for revision. Next, they considered the possibility of reconstruction of the "Medtekhnika" building at Koryatovich Square, 14. There, the owner requested permission to move the entrance to the premises to the center of the facade, and received permission to do so.

The issue of reconstruction with addition of non-residential premises in the well-known "Zolota Pava" in Beregovo was also sent for revision, as they decided that the final decision should be made after listening to the opinion of the chief architect of Beregovo.

The next project was the reconstruction of the building at Voloshin Street, 18. Currently, the popular "Egan" bar is operating at this address. The owner wants to raise the level of the roof, thus expanding the area of the premises. The votes of the members of the council for this project were split, but the reconstruction was approved.

However, the members of the council unanimously approved the repair of the façade and replacement of the roof of the building at Koryatovich Square, 20.

The project for rerconstruction of the store on P.Myrny Street was sent for revision. There, the owner wants to demolish the bus stop with a store and build at this place a larger store with the preservation of the city bus stop function.

In the end, members of the council considered the project of the facade at Tolstoy st., 7A. Recall that this is the building of the former pharmacy, on top which the owner built two more floors without permit. Having already completed the construction, the owner is trying to legalize it. The council members at yesterday’s meeting said they would not consider this issue and would not justify the illegal construction. Thus the documentation submitted by the architect was rejected for the second time, leaving the building in the status of illegal.
