Who is carrying out works on another Uzhgorod cultural heritage site?

Save  Uzhhorod is raising alarm: some scaffolding has appeared around the house at Dovzhenko st., 5 in Uzhgorod. On their Facebook page, they wrote:

– Recall that this is the building of the former military command of the 12th Czechoslovak Infantry Division, erected in the 1920’s. It is a newly discovered cultural heritage site, part of the local landmark Maly Galagov, and is also located in the historic site of the populated area.

We doubt that they have appropriate design documentation approved by the Ministry of Culture (Article 5 of the Law "On the Protection of the Cultural Heritage").

We remind you that there is criminal liability for damaging objects of cultural heritage. Unauthorized and inappropriate work can be regarded as such.

Uzhgorod City Council. Official page, Bohdan Andriyiv, Oleg Borshovsky – tell us, please, what is happening. What works are planned on the site? Is there the approval of the Ministry of Culture?
