Robert Horvat: State road fund will provide stable funding for roads

"The approval of the laws in general and the establishment of the separate State Road Fund as part of the special fund of the State Budget of Ukraine will provide stable funding for the construction, reconstruction, repair and maintenance of roads," – the MP of Ukraine, Transcarpathian Robert Horvat says.

He wrote this on his page on Facebook yesterday: "Today, the Verkhovna Rada of Ukraine supported our #bill4014a  and #4015. This is a very important decision that provides for proper formation of additional sources of funding for road infrastructure".

As is known, on October 6, the Verkhovna Rada of Ukraine supported the bill №4014a "On Amendments to the Law of Ukraine "On the sources of financing of road sector of Ukraine" to improve the mechanism for funding of the road sector." 
In particular, it is proposed to amend the Budget Code of Ukraine on the establishment of a special fund within the State Budget of Ukraine for financing of roads at the expense of the following revenues:

1) excise tax on excisable goods (products) produced in Ukraine, namely oil and vehicles (excluding excise tax under paragraph 6 of Part 1 of Article 66 of this Code);

2) excise tax on excisable goods (products) imported to Ukraine, namely oil and vehicles;

3) import duties on petroleum products and vehicles and tires for them;

4) fare for the use of roads by vehicles and other self-propelled machinery, weight or dimensional parameters of which exceed the norm, and others.
