Moskal: “None of the newly formed united local communities will receive financing under the budget for 2017” (+ documents)

The first elections of deputies and heads of united communities, under the law "On Local Elections" and the law "On voluntary association of local communities", shall be appointed by the Central Election Commission. The expenditure required for this are made at the expense of the local budget funds received as a targeted subvention from the State Budget of Ukraine. Thus, one of the condition for appointment of the first local elections in united communities is the availability of appropriate budget allocations. In July this year, the CEC approved the expenditures to be included in the budget request for UAH 42.6 million provided for the first election in 70 united communities. Instead, as referred to in the report of the CEC of Ukraine, the real number of communities that may be formed in Ukraine by the end of 2016 is 224 (and this figure is inconclusive).

It is impossible to conduct the first elections in all communities by the end of 2016, because the CEC does not have the necessary funds.
– On the one hand, they call for local communities to unite, on the other hand they do not allocate the necessary funds for this – the head of the Transcarpathian Regional State Administration Hennadiy Moskal comments on this statement of the CEC. – Failure to hold the elections means that none of the newly established communities can receive grants or subsidies from the state budget for 2017. It will be possible only the next year – 2018.
