Changes to the facades of Uzhgorod historic buildings must be agreed upon with the City Council

Recently, it has become common to insulate the facades of buildings in the center of Uzhgorod, which is a part of the historical and architectural area. When doing that, people cover the relief plaster with foam. In addition, they replace wooden window frames with plastic ones violating the window pattern and geometry, which distorts the facade of a historic building.

According to the decision of the Executive Committee of Uzhgorod City Council dd. 07.11.2008 number 454, in order to preserve the historical and architectural heritage of the city, businesses and individuals are forbidden to add extensions for arrangement of external entrances to the facades of the buildings built in 1920-1930s that are a part of the architectural ensemble "Small and Large Halahov" and the central historical part of the city.

Also, it is required to agree with the Department of City Planning and Architecture, the Department of Municipal Economy and the Department of Cultural Heritage Protection of Uzhgorod City Council any changes to the facades of historic buildings – replacement of windows, doors, glazing of balconies, loggias, replacement of roofs, and other elements of the facades. It is necessary to develop a passport of the facade decoration for such works.

In case of violations in renovations of historic building facades, the municipal police department officers will draw up reports on administrative violations and send them for the consideration by the Administrative Commission of the City Council for imposition of fines and recovery of damages in accordance with the laws of Ukraine.

It is also necessary to emphasize that businesses and individuals (entrepreneurs) carrying out works on fabrication and installation of windows, doors, etc. are forbidden to perform such works without a passport of the facade decoration agreed by the Department of City Planning and Architecture and the Department of Municipal Economy of Uzhgorod City Council.
