People’s deputy of Ukraine Robert Horvat commented on the meeting of the Regional Platform for Development and Reform of Local Self-Government held in Uzhgorod. He was the only representative of the Ukrainian parliament at this forum.
Here is what the representative of Transcarpathia in the Verkhovna Rada emphasizes on his page on Facebook:
"Today marks a year since the approval of the amendments to the Constitution of Ukraine concerning decentralization by the Parliament.
We received the opportunity to change the ineffective Soviet system of governance based on the principles of centralization of powers.
Yesterday’s meeting of the Regional Platform for Development and Reform of Local Self-Government, which was held in the hall of the Academic Council of Uzhgorod National University, confirms that at the regional level we have a common vision and common understanding of these issues. Unfortunately, Transcarpathian region is the only one in Ukraine that has not approved the relevant draft long-term plan at the level of the Regional Council.
Today, our priority must be the cooperation of state and local authorities in developing and approving the long-term plan of association of local communities and practical formation thereof.
So I hope that at the beginning of the session, the Parliament will adopt decentralization laws and demonstrate a consistent policy aimed at forming and strengthening united local communities" – Robert Horvat said.
