Yesterday’s scandalous statement of Transcarpathian Regional Council (Text of the statement)

At the first plenary meeting of the third session of the Transcarpathian Regional Council, the deputies decided to appeal to the President of Ukraine Petro Poroshenko, the Chairman of the Verkhovna Rada of Ukraine Volodymyr Groisman, the Prime Minister of Ukraine Arseniy Yatsenyuk, as well as people’s deputies of Ukraine – natives of Transcarpathian region to support a legal initiative.

The document states:

"On the twenty-fifth year of existence of the modern Ukrainian state, the issues related to the formation and proper regulatory support of the government are still relevant.

Among other things, this applies to the results of the Transcarpathian Regional referendum on December 1, 1991, during which 546,450 voters of Transcarpathian region, or 78.6% voted "for" the proclamation of Transcarpathian region of Ukraine a special self-governing territory, as an entity in independent Ukraine. On January 24, 1992, Transcarpathian Regional Council, by its decision, approved and adopted the appeal to the Verkhovna Rada of Ukraine "On amendments to the Constitution of Ukraine".

Today, the community of the region is still waiting for high-quality, deep and systemic changes to the Constitution and other laws of Ukraine.

The Sustainable Development Strategy "Ukraine – 2020", which was approved by the Decree of the President of Ukraine dd. January 12, 2015 №5, provides for the implementation of constitutional reforms, including decentralization.

As stated in the Strategy, the aim of the decentralization policy is the abolishment of the centralized model of governance in the country, ensuring the capacity of local governments and creation of an effective system of territorial government organization in Ukraine, the implementation of the provisions of the Europen Charter on Local Government, the principles of subsidiarity, universality and financial self-sufficiency of local government.

In view of the above, Transcarpathian Regional Council asks to urgently amend the Constitution of Ukraine and laws of Ukraine in order to abolish the centralized model of governance, ensure the capacity of local governments, create an effective system of territorial government organization in Ukraine, implement the provisions of the Europen Charter on Local Government, the principles of subsidiarity, universality and financial self-sufficiency of local government."

So we have another political scandal in the region. What is it: separatism or banal ignorance?
