A bypass road is planned to be built near Berehovo within the “Luzhanka-Beregsurány” border crossing point project

The Regional Council debated over the question concerning the bypass road near Berehovo. It would be built together with the "Luzhanka-Beregsurány" border crossing point.

Yosip Borto, vice-chairman of the Regional Council held a conference in reference to the bypass road near Berehovo.

Eduard Malyar, acting Chairman of the Department of Housing and Communal Services, Building and Infrastructure of the RSA,  Vasil Stadnik, Chief Engineer of the Road Service of Zakarpattia, Vitaliy Matiy, First Deputy Chairman of the Berehovo DSA, Geyza Oros, First Deputy Chairman of the Berehovo city council were among the participants of the conference.

According to Yosip Borto, there is a high probability that the "Luzhanka-Beregsurány" border crossing point will be reconstructed mainly at the cost of the EU this year. The crossing point will be equipped with the necessary infrastructure to process trucks. The regional road Mukachevo-Berehovo leads through the city centre of Brehevo. To cure the congestion on this road while implementing the plan, it is important to solve the problem of the construction of the bypass road near Berehovo as soon as possible.

This plan is an important part of the development of the Pan-European corridor V that encompasses the Trieste – Ljubljana – Budapest – Bratislava – Uzhhorod – Lviv – Kyiv route. Therefore, the new controlled-access highway in the direction of the Ukrainian-Hungarian border is almost ready on the territory of Hungary. A significantly increased traffic flow is expected from Hungary through the "Luzhanka-Beregsurány" border crossing point, emphasised Yosip Yosipovich. It is Ukraine’s turn now.

It was underlined during the conference that this project already has its own history. It was approved in 2007. According to the order of the Cabinet of Ministers of Ukraine, the object was supposed to be finished yet in 2010. Its estimated cost was 149 million UAH (of course, according to the prices of 2007).

The overall length of the bypass road is 14.8 km with two overpasses and two bridges.

Currently, the implementation of the project is 25.1 million UAH. However, the previously adjusted documentation of estimated cost of the road-construction makes up around 500 million UAH.

In their turn, the Regional Council and the Regional State Administration held several conferences. The representatives of corresponding ministries and services of Hungary were present in some of the meetings. Several requests were sent to the authorities of Ukraine to allocate funds for the continuation of this important road. Unfortunately, there was no result.

According to Vasil Stadnik, it would be logical to divide the project into four major complexes and finish them step-by-step.

As it was already mentioned in the conference, the Regional State Administration together with the State Agency of Land Resources of Ukraine, the State Agency of Automobile Roads of Ukraine in Zakarpattia and the representatives of the Hungarian government processed the question of the possibility of co-funding with the Hungarian Eximbank to finish the work under state guarantee of the construction of the bypass road.

The Hungarian-Ukrainian business forum took place in Budapest, December 4, 2015. Here, V. Shulmeyster, the First Deputy Chairman of the Minister of Infrastructure of Ukraine claimed that to solve this sore question Ukraine is ready to examine different propositions including Hungarian ones. Therefore, the State Agency of Automobile Roads of Ukraine is ready to cooperate with the Hungarian side, however, without any state guarantees.

The situation is complicated due to another issue, as it was told by the participants. It is the designation of lands for constructing the object. People are not eager to cooperate.

What to do then? Yosip Bordo summarised that they have to work with each landowner individually and complete a land registry. It is necessary to send an appropriate Appeal of the Regional Council to the CMU about the problem of finding a way of funding the construction of the bypass road near Berehovo and equipment of the border crossing point "Luzhanka".
