As of January 1, 2016, according to the Association Agreement between Ukraine and the European Union, customs offices of the SFS will be issuing "EUR.1" certificates for carriage of goods for free.
The procedure for issuance of the certificates will be significantly simplified, while the exporter’s responsibility for the accuracy of the information necessary to determine the Ukrainian origin of goods will be increased. The procedure for filling in and issuance of EUR.1 certificate by customs office will the same as that in force in European countries. It may be issued during or after the export of goods and the validity period of such certificate is four months.
In particular, to simplify the procedure described above, five customs posts and customs clearance departments (sectors) to issue certificates have been determined in the area of the Transcarpathian customs office which are the closest to potential exporters / producers.
