Transcarpathian customs officers found in the international mail a personal award – the medal "For victory over Japan." A citizen of Ukraine from Kirovohrad had sent it to a citizen of the Czech Republic.
The expert evaluation determined that the medal "For victory over Japan" was made in the USSR in 1945. It is not of a cultural value, but has a collection value.
In order to fully and objectively determine the circumstances of sending a registered letter without declared value by international mail, the department of risk analysis and combating customs offenses of the Transcarpathian customs office sent a letter to the Kirovohrad customs office to obtain explanation from the citizen, who had sent the medal.
The Ukrainian informed that he had bought the medal in the market in Kyiv two years ago from an unknown man and wanted to give it to a citizen of the Czech Republic, with whom he had met on the Internet. He did not know that export of state awards without appropriate documents of title was prohibited.
The citizen committed actions aimed at moving goods across the customs border of Ukraine in international mail by a registered mail without declared value, which are prohibited by the legislation of Ukraine and acts of the Universal Postal Union.
These actions have signs of violation of customs regulations referred to in Part 1 of Article 473 of the Customs Code of Ukraine. The report on violation of customs rules was drawn up, under Article 511 of the Customs Code of Ukraine, the medal was seized.
