During the meeting of the Regional Board on TB and HIV, among other things, they discussed the results of implementation of the "National Programme on HIV prevention, treatment, care and support for HIV and AIDS patients for 2009-2013". As reported by the chief physician of the Center for the Prevention and Control of AIDS, Ivan Myronyuk, all HIV patients (100% coverage) are provided with laboratory support of antiretroviral treatment and monitoring of the HIV infection in the laboratory of the Centre.
Thanks to a set of measures introduced (screening of pregnant women, newborn screening), for the third year in Transcarpathia there has been no cases of infection transmission from mother to child.
In the region, at health care facilities, there are 15 specialized rooms "Trust." In several districts, such rooms have insufficient number of dedicated professionals.
Andriy Serbaylo recommended the regional health care department to find a way to increase the staff:
– In order to prevent the spread of HIV, there should be professionals in the region who will advise, assist and therefore protect the population from the disease. In every district, there must be a sufficient number of qualified personnel. At the next meeting of the Board, the Regional Health Care Department will report on the work in this direction.
Also Andriy Serbaylo proposed to hold the widest possible discussion, involving the public, of the targeted social program to counter HIV-infection/AIDS in 2014-2018.
Note: During 2013, in the region, 81 newly detected HIV-positives were put on clinical records.During this same period, 35 people were diagnosed with AIDS, 12 people died from AIDS-related illnesses. Over the last 2 years, the number of newly diagnosed and registered persons with HIV infection has somewhat stabilized.
Thus, in Transcarpathian region, as of 01.01.2014, there is the lowest HIV prevalence in Ukraine (25.7 per 100 thousand people in the region, against 308,3 in Ukraine), the lowest AIDS prevalence (4.5 vs 64.1 in Ukraine) and mortality from AIDS-related illnesses.
