To prevent emergencies, the Cabinet of Ministers approved the Methodology for determining the technological minimum of natural gas consumption for facilities in the heating field.
This methodology, developed by the Ministry of Regional Development, Construction and Housing, guarantees the nominal operation of companies that produce thermal energy for heating and hot water supply.
The calculation of the minimum amount of heat is carried out taking into account the norms and guidelines on rationing of fuel consumption for heating of residential and public buildings, as well as for domestic needs, taking into account specific requirements. In particular, the temperature inside health care facilities and preschools should be +20 ° C, in educational institutions and residential buildings +18 ° C. Consumption of thermal energy for hot water is calculated so that the temperature of hot water at consumer was not lower than +40 ° C.
Entities operating in the heating field, annually by January 1, determine the technological minimum of natural gas and submit the relevant data to the Council of Ministers of the Autonomous Republic of Crimea, regional administrations, as well as to Kyiv and Sevastopol city state administrations and to the "Naftogaz of Ukraine".
According to industry experts, this approach will prevent a complete disconnection of manufacturers of thermal energy from the gas supply. Also "Naftogaz Ukraine" will ensure uninterrupted and full supply of fuel to the companies that perform contractual terms of payment for used resource.
