Uzhgorod City Council and its chairman Victor Pogorelov are the least public among 11 cities that have been researched by the activists of the OPORA.
The results of the study were announced in Uzhgorod by the coordinator of the OPORA in Transcarpathian region Sviatoslav Babilya.
The OPORA determined the publicity index of the mayor himself, the executive bodies and members of the city council. Of all three subjects, the best in terms of publicity is the mayor Victor Pogorelov, who, according to the activists, has low publicity level.However, the Mayor of Uzhgorod does not report to the citizens, although he is obliged to do so at least once a year. Worse in terms of publicity are only mayors of Chernihiv and Mykolaiv.
The executive bodies of the City Council received the non-public activity level. In particular, because they do not make available to the public the relevant information on the use of budget funds, the state of implementation of the programs, the sale of land and property. In addition, according to observations of the activists, not all citizens have free access to the Executive Committee meetings.
Members of the City Council are also non-public, since the elected representatives do not make regular reports to the voters. Also, not all residents of the city are free to enter the session hall. In addition, residents of Uzhgorod do not know for what and how their elected representatives vote by name, and do not have free access to meetings of parliamentary committees.
The activists of the OPORA released the results of the study simultaneously in all the 11 cities of Ukraine. The research reports and their proposals to correct deficiencies will be sent to city councils.
