The regional target program for the development of water management and environmental rehabilitation in the Tisa River Basin for 2013 – 2021 has been developed in the region. The program will be financed from local budgets. It is proposed to adopt it due to the fact that the government fund only 10 percent of the comprehensive national program of flood protection in the basin of the Tisa river in Transcarpathian region for 2006 – 2015. Therefore, Transcarpathia undertake to perform part of works at their own expense.
The program is to be realized in two phases: 2013 – 2016 – the first phase, 2017 – 2021 – the second stage. In the first phase, they plan to implement measures to eliminate the harmful effects of water, and protect settlements, industrial facilities and agricultural land. It is also planned to determine the boundaries of coastal protection zones over the area of 17366 hectares. It is planned to spend 14 million to provide drinking water supply to villages that use imported water. Water experts will reconstruct irrigation systems on the area of 1500 acres, clear the 39.7 km of drainage canals. 239 million will be spent for the construction of flood dams and shore protection structures, a further 316 million – to arrange flood polders in the plains of the rivers and 18.9 million – to carry out reconstruction of three reservoirs.
During the second phase of the program, a system of integrated water resources management will be introduced. Half a billion will be spent for construction of dams. A little over eight million hryvnias will be spent for cleaning 78 km of drainage canals.
In total, the program requires almost four billion hryvnias. This amounts to one and a half annual budgets of Transcarpathian region.
