The government swear that they responded to flooding promptly and accuse the citizens

"On Thursday evening, we received a storm warning, and on Friday it was confirmed – the Head of Industry and Development Department of Transcarpathian Regional State Administration Victor Lukecha said in the press center of the "Zakarpatska Pravda". – On the same day there was the meeting of the operations staff, who had to ensure coordination of local authorities and regional bodies."

According to Lukecha, the level of the Tisa was only one meter lower that the highest one ever recorded. That is, the flood was neither the biggest, nor the smallest. In total, 226 households and about one hundred acres of land were flooded. 13 settlements were cut off from electricity supply.
Today it is fully restored. 

Analyzing the causes of floods, the Head of Civil Protection Department of the TD of MOE in Transcarpathia region Hlib Burkovsky noted that they occur in unexpected season and … accused the local population.

"Since 2008, we see that the hardest situations happen when we do not expect them. In particular, historically winter floods are not typical for our region. Emergencies happen due to unsatisfactory work of local population on water draining facilities clearing. The local population during the year clutter the waterways and then the water overflows the banks." As an example of such negligence Burkovsky mentioned the flood of 2010 in Rakoshyno. Although it is quite unfair. Since the problem there was not that much about cluttering, but the fact that waterways had long been left unattended and had become overgrown with bushes and trees. According to the MOE officer, this was the fault of local authorities, which could have involved officers of the MOE or regional water service. However, he failed to answer, who should supervise the work of village communities on waterway cleaning. Thus, if some negligent village head does not care about the protection of his or her village, nobody knows who should point this out to him or her. "The last flood showed that we really need to work more in this direction," – Burkovsky concluded.

Yesterday, February 6, Prime Minister of Ukraine Mykola Azarov blamed Transcarpathian regional authorities for yet another flood, because they did not take care in advance to clear water draining channels.

By the way, the region is currently preparing for yet another potential emergency. Due to the snow, the soil is getting waterlogged. Ultimately, this can lead to severe landslides.
