Visa-free regime with the EU: a privilege or a right? (+ Infographic)

Most Ukrainians still have to undergo cumbersome and complicated procedure for obtaining visas to enter the EU, even short-term ones. In 2005, Ukraine abolished visa requirements for EU citizens. The agreement on simplification of visa regime between Ukraine and the EU covers a limited range of people (diplomats, journalists, civil society activists and prosecutors). The European party puts a number of technical and policy demands in such fundamental areas as law enforcement, public administration reform and the fight against corruption. Ukrainian authorities nominally agree to fulfill them, but in fact they just slow them down, among other reasons, because of corruption and institutional incapability of the government.

The action plan for the liberalization of the EU visa regime for Ukraine is a key document in this regard. Ukraine still has not fulfilled the requirements in such important areas as the fight against corruption, combating discrimination and document security, while Moldova, having fulfilled the similar requirements at the beginning of this year, is close to the introduction of a visa-free regime. In Ukraine, the set of documents is ready, but there is no political will for its approval.
