It was built in 1785 for the needs of the local gymnasium. At first it was owned by the church, and later became the property of the public.
And it was a one-story bulding.
The building housed the gymnasium for 110 years – until 1895. During this time, the second floor was added.
The building was later bought by the magistrate, who moved there in the summer of 1900.
For the next 39 years, the building housed the city council, which added the third floor.
