Uzhgorod has been without the mayor for 9 months (in late February, the City Council with 2/3 of votes terminated the authority of Victor Pogorelov). During this time, the de facto heads of the city (and the Secretary of the City Council under the law is also the Acting Mayor) were Shchadey (Batkivshchyna, but in fact the EC), Semal (the EC) and now Andriyiv (the Party of Regions) – social activist, a member of the Public convent of Uzhgorod Euromaidan Yuriy Svitlyk wrote in his page on facebook.
He cites: "Article 79, paragraph 6 of the Law of Ukraine "On Local Self-Government in Ukraine":
"In the case of early termination of the authority of a village, town, city head, the Verkhovna Rada of Ukraine shall arrange for extraordinary local election no later than ninety days after the termination of the authority of a village, town, city head…" (the old Parliament did not arrange the election violating the law and rights of Uzhgorod residents… Why? Pogorelov "made a deal" in Kyiv and the issue was not put to voting, the EC leaders did not show any activity because their protege Shchadey was running the city anyway, everyone else just did not care).
The new Parliament will start working soon, we may demand from them to call for early election of Uzhgorod mayor. Or we may not. For example, Volodymyr Khymynets today on TISA 1 TV argued that election in Uzhgorod is not needed now, let everything remain as it is until the next local election likely to be held in late October of 2015.
I would like to hear the opinion of Uzhgorod residents.
There are 2 options:
1) do not demand the election, leave things as they are (elect the mayor in the last week of October 2015)
2) demand from the new Parliament to call for election now (elect the mayor in February 2015)," – the statement reads.
