Uzhgorod: commercial newspaper with advertorial for a candidate is in citizens’ mailboxes

The issue of the newspaper "Nedilya" №37 from 19.09.2014 recently appeared in mailboxes in Uzhgorod high-rises. As recorded by observers of the OPORA, the newspaper, which costs 2.50 UAH, was distributed to residents for free.

On the page 3, there is an interview with a candidate in the constituency №68, current deputy from the same constituency – Vasyl Kovacs. The piece with three photos of the candidate has obvious signs of campaigning. However, there is no appropriate label of political campaigning.

The chief editor of the newspaper and the author of the interview Oksana Ostroverkh refused to explain how the newspaper issues, that were supposed to be sold, appeared in mailboxes.

The campaign headquarters of the candidate Vasyl Kovacs stressed that they would be distributing campaign materials in accordance with applicable law.

    

According to Part 1 of Article 68 of the Law of Ukraine "On Elections of People’s Deputies of Ukraine", election campaign is the implementation of any activities to encourage voters to vote for or not to vote for a particular candidate or a party participating in the election process. The election campaign may be implemented in any form and by any means, not inconsistent with the Constitution of Ukraine and the laws of Ukraine. According to Part 17 of Article 74 of the same law, all campaign materials must be separated from other materials and marked as such.
