The approval of heads of cultural institutions at sessions of the Regional Council is not stipulated by the Law – the Deputy Minister of Culture of Ukraine says in the official response to the request for an explanation. Such managers must be appointed following the contest by the head of the Culture Department.
The collision with the law of direct action arose in Transcarpathia. Recall that the contest to fill the positions, according to the new legislation, was announced in time and conducted in acordance with all the rules. However, in October, the documents for approval of the candidacy of Vasyl Sheba (the winner of the contest) as the director of the Transcarpathian Regional Local History Museum were submitted to the Regional Council. According to the insider information, it was the Deputy Governor Mr Petik who convinced the Department of Culture to turn blind eye to the questionable procedure. And at the session meeting, the head of the Department of Culture of the Regional State Administration Mrs. Frolova did everything to prevent the approval from happening…
Many people asked logical question: why then did the contest take place and the applicants for the position (Vasyl Sheba, Tomash Sopko, Volodymyr Hutsul) waste their time, etc.? Instead, now, after the response from the Ministry, there is another logical question: on what grounds did the regional deputies spend time and emotion approving the winner?
