Recently, in the Transcarpathian Regional Universal Scientific Library, the Director of the Transcarpathian Separate Subdivision of the Center for Local Self-Government Development Ivan Demyanchuk spoke about the achievements of the decentralization reform in Ukraine, in particular in Transcarpathia.
Using concrete figures, Ivan Demyanchuk showed the effectiveness of united communities, the number of which throughout Ukraine is currently 640. However, in Transcarpathia there are only 6.
"The formation of a capable communities should take into account the following criteria: the population of the community should not be less than 5-7 thousand people; the specific weight of the basic grant should be no more than 30% of the amount of their own income; the cost of maintaining the administrative apparatus should be no more than 20% of the financial resources of the community (excluding subventions)", – the speaker said.
The director of the regional Center for Local Self-Government Development explained the financial capacity of united communities, the situation with existing districts and communities, and paid special attention to cultural services in the communities.
