The National Bank of Ukraine and the company Deloitte are preparing background for the arrival of PayPal to Ukraine.

According to the publication, many Ukrainian businessmen complain that popular payment system PayPal does not operate in the country.

There was the collection of signatures to support the launch of the system in Ukraine, and in 2011 there was even a kind of a false start: users "spotted" changes to the pricing policy of the PayPal, which allegedly indicated that the service would be accepting money in Ukraine, but the press service of the company called that information a mistake.

According to the famous entrepreneur and investor Illya Kenigstein, the arrival of PayPal to Ukraine will not only help the business, but will also serve as a good sign for the world community.

According to Kenigstein, there are three main obstacles: outdated legislation with anachronistic, such as ink stamps, anti-lobbyism from local financial institutions that are afraid of a new player in the market, and huge financial frauds.

If at least some of them are eliminated, PayPal will have no excuses.

"I have appealed to Vladislav Rashkovan (member of the National Bank Board) and he became interested in the problem. We agreed that the IT and the financial communities need to think about how to harmonize Ukrainian legislation, so that PayPal had no more reason not to work here" – the businessman said.

Then Kenigstein turned to Deloitte, and they agreed to work on the road map. 

The launch of the PayPal system in Ukraine will become a symbol of favorable changes in the financial and technological infrastructure of the country, the director of the Deloitte Corporate Finance Department Oleksiy Aristov, who coordinates the work on the roadmap, believes.
