The Ministry of income and taxes of Ukraine invites the public to join the discussion of the concept of personal income declaration reform.
The basis of the conceptual foundations of the reform, that we propose to discuss, includes the best practices of income declaration and administration of personal income. Together with our partners – the accounting firm PricewaterhouseCoopers – we have carefully studied and analyzed the experiences and principles of the declaration, used in most developed countries, including the U.S., Canada, Germany, France, Sweden, Finland, Denmark, Switzerland, Italy, Australia, New Zealand, Singapore and others.
We emphasize, that we propose to discuss not a ready bill, but the conceptual framework and elements of the future income declaration system.
We encourage everyone – independent experts, NGOs, business associations, citizens with active position – to a professional and constructive dialogue. In turn, we assure that no decision will be made, no bill will be developed without your opinion taken into consideration.
We understand the importance of this reform for the society so we are ready to work on it as much as necessary.
We want the Ministry to be perceived not as a controller but as a partner and assistant. Both the public, and the Ministry have a common goal – to make the system tax socially fair, to increase mutual transparency in the relations of citizens with the state.
We understand that such important reforms can not be implemented quickly, it’s a long process. But we have to start it now. We just must not be afraid of changes. Only changes offer new opportunities and make us stronger.
