The proposition, according to which Ukrainians would have to pay annually a certain amount (about 200 euros) and ride freely without border crossing, was not supported in Kyiv, the Mukachevo.net informs.
The Committee of Verkhovna Rada of Ukraine on Taxation and Customs Policy rejected the bill 5567 that would simplify the life of owners of cars with foreign registration.
However, it was quite expected, the head of the NGO "ZAVTRA" Pavlo Biletsky says. According to him, there are two other bills under consideration that are much more likely to be approved.
The first of those, number 5561, provides for deferral of the Euro 6 standard, which was planned to be introduced in 2019, that did not seem realistic, because many cars in Ukraine are not even up to the Euro 5 standard.
The second bill, number 5562, suggests a kind of one-time "amnesty" to all cars with foreign registration imported into Ukraine. This means that they can allow to clear them at the reduced tax rate, regardless of the release year. Those are the VAT and customs duty, that will amount to 40% of the car price, while under the current rules, customs clearance costs up to 300%. But, most likely, they will make a provision to prevent speculation, for example, that the car has to have stayed in Ukraine for six months.
