On January 25, 2016, the head of the Transcarpathian Regional State Administration Hennadiy Moskal introduced the heads of the structural subdivisions of the RSA his newly appointed deputy Viktor Mikulin.
According to Wikipedia, Viktor Mikulin was born in Transcarpathia in 1960. In 1988, he graduated from the Military Institute of the USSR Ministry of Defense. From August 1988, he worked as the judge of Ussuriysk garrison military court in Primorsky Krai. From 1992 to 2010, he served at the Security Service of Ukraine. He worked as a teacher, department head, vice-rector. In 2006-2009 – the rector of the National Academy of the Security Service of Ukraine. On September 10, 2010, by the decision of the Congress of representatives of law schools and scientific institutions, he was appointed to the High Qualification Commission of Judges of Ukraine.
According to the declaration posted on the site of the State Register, he owns jointly with his wife Marina some land, several houses and apartments: in Kyiv, Zhytomyr region. On July 2015, the couple received a plot of land in Uzhgorod, unfinished construction is also registered there. At his main job (National Pedagogical University named after Dragomanov), V.Mikulin last year received 44,153 UAH of salary. The declarant’s pension for the reporting year amounts to 118,540 UAH.
