In 2012, the regional prosecutor’s office continued to perform the function of supervision over the observance and application of laws, especially when considering and resolving appeals, as evidenced by the number of people who turned to the prosecution with claims and complaints (over 10 thousand). Of these, 7042 appeals, or 70% have been decided on the merits.
Since a large number of appeals belonged to the jurisdiction of state authorities, local governments, regulatory authorities and court, some complaints have been referred by the regional prosecutor’s office as belonging to these bodies.
Following the inspections of the Law of Ukraine "On Public Appeals" in the order of Art. 29 of this Law, in 2012, 40 submissions have been made, 36 officials of the executive authorities and local self-government, including 3 – of state control authorities.
Given the arguments of the applicants and social importance of the issues raised, the prosecution of the region within their legal authority took appropriate criminal, civil procedure and other measures aimed at the restoration of the constitutional rights of citizens and the protection of the interests of the state, bringing the state officials to responsibility for violations of law.
Thus, following the consideration of appeals by the regional prosecutor’s office in 2012, 20 decisions on inspections were made, two criminal proceedings were initiated, that after preliminary investigation were referred to the court with incriminating acts, 81 submissions were made, 28 officials of the executive authorities and local government, including 6 – of government control authorities, were brought to disciplinary action, 252,000 UAH were refunded under acts of prosecutorial response.
