Prisoners’ rights were discussed in the Prosecutor’s Office

The interdepartmental meeting of Transcarpathian law enforcement bodies’ heads was held in the Transcarpathian Prosecutor’s Office on May 31. Law enforcement officials discussed the constitutional observance of citizens’ rights when placing them in detention rooms for detained and delivered by the regular parts, in the police temporary detention, special receiver for detainees, the administrative arrest individuals and in the Transcarpathian enforcement of sentence institution number 9.

The meeting participants discussed the problems associated with inappropriate keeping prisoners in the enforcement sentence institutions – informed the Transcarpathian Prosecutor’s Office head Vitalii Bilets.

The evidence of insufficient, domestic and sanitary individuals’ maintenance in the specialized police offices’ premises, the operating conditions requirements violation, the quality searches conduction, the ward space examination were revealed.

For example, 204 individuals were kept in the in the regular room for detainees of Irshava District Ministry of Internal Affairs Department, which is not equipped with heating and sufficient natural or artificial lighting during 2011.

There is also the law violation in the paragraph of the detainees living space norm, which has to be not less than 4-meter, when keeping people in the rooms for detained.

The condition of books recording the individuals who were delivered to the regular internal affairs bodies’ departments invokes remarks as well.

The majority of kits for first medical assistance are understaffed with necessary medical supplies in the regular department of police, in some cases they even contain medicines with expired date.

The situation in a special receiver for person’s detention subjected to the administrative arrest of Ukraine MIA in the region is not the best too.

There are also the legislation violations in the police temporary holding facilities arrangement. The area of separate THF premises is not established to the norms, there is no cleaning and disinfectants, the cleaning chambers equipment, beddings and some cameras require the repair. There were also revealed cases of carrying the prohibited items and substances into the THF.    

The Prosecutor’s Office has also some questions on the quality and medical care timeliness providing to the prisoners and sentenced person who are keeping the in the Trancarpathian Execution of Sentences institution number 9. Besides, the institution is not provide with medicines in sufficient quantity.
