Out of competition: Transcarpathian Children’s Hospital avoided tender for medicines

 A total of 10 titles of drugs were purchased, mostly antibiotics and infusion solutions.

The tender was held under a special simplified procedure for overcoming pandemics of coronavirus disease (COVID-19) and the contract with the company was signed directly, without a tender.

According to the law, the use of this procurement procedure is possible only for a certain list of goods and services specified in the resolution of the Cabinet of Ministers.
However, the hospital added to the list some drugs that are not listed in the resolution. Two drugs, that are not included in the list approved by the Cabinet, are cefotaxime and cefotrine. Their total price under the contract amounted to more than UAH 268 thousand, ie 89.5% of the total contract price.

Since these drugs are not included in the list, and their price is more than UAH 200 thousand, the hospital had to buy them at an open bidding, ie an auction with at least two participants.
