Transcarpathian customs officers found in an international mail package personal rewards – 4 Orders of the II degree "Patriotic War". A citizen of Ukraine from Mykolaiv sent them to a citizen of the Czech Republic.
During the examination, it was established that Orders of the Patriotic War of the II degree were made in the USSR in 1985, material – 925 silver, gold, colored enamel, threaded pin with nut. They are not cultural property, but have a collector’s value.
In order to fully and objectively determine the circumstances, the department of risk analysis and combating customs offenses of the Transcarpathian customs office sent a letter to Mykolayiv customs office to obtain an explanation from the citizen who had sent the orders.
In her explanation, she noted that she did not know about the content of the envelope because she had received it already sealed. She did not know anything about the origin of the above awards, had no documents for them. She had met the Czech citizen, who was expecting the envelope, long time ago, when he still lived in Ukraine.
Thus, the Ukrainian committed actions aimed at moving goods across the customs border of Ukraine by international registered mail without declared value which is not allowed by the legislation of Ukraine and acts of the Universal Postal Union.
These actions contain signs of violation of customs regulations referred to in Part 1 of Article 473 of the Customs Code of Ukraine. Based on Article 511 of the Customs Code of Ukraine, 4 orders "Patriotic War" were seized.
