On hydrometeorological features of November and forecast for December 2019

November weather was shaped mainly by anticyclone processes: very warm weather prevailed. November 2019 was the warmest in the history of observations. High positive anomalies were observed in the second decade and the average ten-day air temperature was characteristic of mid-October. In the southeastern part of the lowland and foothill area of the region and in the highlands (Plai), average ten-day temperature values ​were the highest since 1946.

The average monthly air temperatures in the region were 5-11°C, which is 4-6° higher than normal. The maximum air temperatures went up to +13 … +20º. The minimum air temperature in the region dropped to -3° to -8°. The total precipitation rate was 88-200% of the monthly norm (46-226 mm).

During November, precipitation mainly occurred in the form of rain, in high mountains sometimes with sleet and snow. The first decade was the raniest. And in Uzhgorod district, the first decade of November 2019 was the rainiest since 1946.

On the rivers, several low waves of rain floods were observed with rise of water levels by 0.4-1.0 m, in the lower reaches of the Latorytsya and the Borzhava – by 2.1-3.4. Increases of water levels occurred within the valley walls, without reaching floodplain. The average water content of the rivers in Transcarpathian region in November 2019 was as follows (in % of the monthly norm): on the Tisa river 48-69%; in the basins of the Latorytsya and Uzh rivers 86-100%.

Brief climatic characteristics of December

At the beginning of December, the average daily air temperature in the lowland and foothill area of the region drops below 0° (which means the onset of winter). In December, there may be strong winds, snowstorms, slush build-up, during thaws – fogs and ice. The average monthly air temperature in December is -1° to – 3°. The absolute minimum temperature is -29.0 … -20.5°, the absolute maximum is +9.6 to +17.8°.

The average monthly precipitation rate is 80-108 mm. The number of days with precipitation ranges from 15 to 18 days. The average number of days with temperatures below -10°C averages 3 to 6 days, in the mountains up to 9 days. According to the long-term weather forecast by the Ukrainian and world weather centers, the average monthly air temperature is expected to be +0.2° to -2°, which is 1° above the norm for the base period (1981-2010). Monthly precipitation rate is forecast at 82-108 mm, which is normal.
