On April 5, at 13:00, in Uzhgorod National University at Narodna Square, 3 (the Rectorate Building, the meeting hall of the Academic Council), there will be the presentation of national universities transparency ranking, compiled by the Center for social studies. The presentation will be attended by the First Deputy Minister of Education and Science Inna Sovsun who will participate via Skype call and present the plan of the MES to increase the transparency in higher education.
To assess the transparency of universities, the Center for social studies sent 5 requests to 110 national universities in Ukraine. In these requests, they asked to provide estimates, lists of real estate, lists of vehicles, staff lists and copies of tax returns of university managers. In addition, they estimated the willingness of universities to provide information over the phone, as well as observance of the requirements of the law regarding the availability of information on public procurement on the official websites of universities. So, first of all, they estimated how universities are willing to show their financial records so that the public would be able to assess cost-effectiveness.
The leader of the ranking became Ivano-Frankivsk National Medical University that has provided all the requested documents. The top ten also includes Ternopil State Technical University named after Ivan Pul’uj, Hlukhiv National Pedagogical University, Mykolayiv National University, Ternopil National Pedagogical University named after Volodymyr Hnatiuk, Luhansk National Taras Shevchenko University, Mykolayiv National Agricultural University, Kyiv National Linguistic University, Zhytomyr National Agroecological University, Lutsk National Technical University, National University of Ostrog Academy and Kyiv National Taras Shevchenko University.
Uzhgorod National University ranked 42nd in the rating, because of all requested documents it provided only copies of tax returns of the Rector and Vice-Rectors.

In addition to the rating, on the basis of the received information, they created a unique database on salaries in Ukrainian national universities, their budgets, lists of real estate and cars, which can also be found on the website of the Centre for social studies under Education – Rating of national universities transparency.
