Today, at the executive committee, under the chairmanship of the First Deputy Mayor Vitaly Semal there was a working meeting with heads of housing offices, where they discussed the formation of condominiums in Uzhgorod – Uzhgorod City Council informed.
They say, in Ukraine, a national program of reforming and development of housing and communal services was adopted. Housing management system provides for the fromation of competitive housing maintenance market and development of condominiums. The formation of condominium associations and involvement thereof in housing management.
As referred to in the notification, reporting on the works performed, managers of housing offices stressed that most of the residents of apartment buildings are ready for co-financing of major repairs of houses, but are opposed to the formation of condominiums.
Also directors of housing offices complain that houses were privatized basically for free, so why then the budget should finance their repairs.
City officials convince: the main problem in the dialogue between tenants and housing offices is that the tenants want the first renovation of their houses to be carried out entirely at the expense of the state. "But, given that apartments are their lawful property, and houses are the property of the group of tenants, the tenants themselves must allocate funds for repair of their own houses" – the report that came from the City Council states.
They remind the repair of apartment buildings in Uzhgorod is carried out exclusively under co-financing according to the provisions on the equity participation of apartments owners in the repair of apartment buildings and subject to registration of the condominium under the "Support program for condominium associations, community organizations in Uzhgorod for 2012-2014."
