In the last days of 2018, the State Fiscal Service of Ukraine sent to local customs offices a letter explaining the ban on the sale of cars cleared at a reduced rate of excise duty in 2017-2018, the Channel 24 reported.
The cars imported in 2017-2018, which were cleared at preferential excise rates (the so-called Horvat Law), can not be sold without paying the full excise tax rate.
However, after the entry into force of the laws on the legalization of cars with foreign registration on the 27th of November, excise duties became even lower than those at preferential rates. And the concept of preferential and full excise rate is no longer exists in the legislation.
Therefore, the State Fiscal Service (SFS) sent the local customs authorities an explanatory letter No. 40672/7 / 99-99-19-01-01-17 dated 29.12.2018, which clearly states that from now on, no extra payments are required when selling such cars.
