The new Customs Code basic requirements, which came into force on June 1 this year, were presented to nearly 60 Transcarpathian business representatives by the Chop Customs Office leadership yesterday (06.06.2012). The purpose of the meeting is the close cooperation between the customs and entrepreneurs for the foreign trade improvement of the country, informs Viktoriia Sengetovska, the Chop Customs Office press secretary.
The Chop Customs Office Deputy Head interim Alexandr Bogash pointed out that the new legislative document is extremely important for the economic development of our state and close to the international norms and customs regulations of the European community. From now on the favorable conditions of the fair and transparent business conducting were created for the foreign economic entities.
In particular, the list of documents required for the customs registration is significantly reduced. From now on you need only customs declaration, invoice and the customs value declaration. The customs clearance period is also reduced from 24 hours to 4. In addition, the individual will be able to record the date and time of customs declaration submission on his own using electronic systems. The customs officials will be personally responsible for the violation of the customs clearance violation.
The new document provides the expansion of the term ‘customs value’, but customs rates remain the same. The list of documents that the Customs Office has the right to receive from the entrepreneur on the price correctness confirmation of the foreign economic agreements is clearly identified now.
As for the several goods declaration under one classification code, then from now on this provision allows the declarant to determine the large number of different goods names classification by one trademark code, which corresponds to the highest duty rate. It is also possible the several sets of goods declaration by one cargo customs declaration and the part of goods batch registration if it is convenient to the declarant.
Officials are authorized to perform different functions on each customs post in order to carry out customs formalities. In particular, for the customs valuation accuracy and goods classification verification, the customs duty assessment and charging, etc. The customs posts are endowed with the necessary authority to make independent decisions, which allows reduce the entrepreneur’s time for various approvals and decisions that previously were taken only by the customs leadership.
