Applicants will face five innovations from Tabachnyk

Education Ministry plans to approve rules for admission to higher educational institutions in 2013 by the end of the week. 
As the rectors who had already received the draft document told the "Sehodnya" newspaper, there are no global changes compared with 2012 rules, but there would be some significant corrections. 
The Ministry of Education reported that the rules can be approved by the end of this week. 
   
Most likely, this year research universities (which are the most prestigious universities in the country – KNU, KPI, NAU) will receive handicap: it will be allowed to submit documents to these universities two weeks earlier than to other universities. 
 
 
 
There is also an idea to raise the passing score for major subject to 150. 
"This year the score was raised from 124.5 to 140. And experience has shown the usefulness of this innovation. Thus, about 100,000 students were unable to enter the university and were forced to go to college. But the knowledge of those who entered was higher than in previous years. Therefore I would like to leave the norm" – said the first prorector of Kyiv Poly Yu.Yakymenko. 
Also in 2013, entrants will likely not be required to immediately submit original documents. This rule would minimize frauds during three waves of enrollment of prospective students. Often they complained that while they carried originals the university had already recommended to enroll people with lower scores. If all universities have only copies, all applicants will be equal. 
Much controversy has caused the idea to reduce the number of universities where you can apply for. Heads of universities insist on reducing the number to at least three. Now you can submit to five universities, plus in each of them – for three specialities. 
The result is that each entrant may submit 15 applications, and most of them use that right.
 "It is a great burden on the admissions committees and leads to unnecessary expenses. If this year the ministry does not meet our request, we will be seeking this norm the next year" – said the rector of the National Mining Institute H.Pivnyak.
 Also, this provision would help prospective students to carefully choose future profession. 
The Ministry claim that they are not imposing this rule, since it reduces the rights of students to choose education.
 Starting next year, students instead of the usual student cards will be receiving electronic "2 in 1" (student and bank) cards. This idea is being discussed in the Ministry of Education.
