Almost 20 tons of paper stayed at the Transcarpathian customs office because of false information

Recently, a truck "DAF" with a semi-trailer drove at the customs post "Uzhgorod" of the Transcarpathian customs office to enter Ukraine.

The driver – a Ukrainian – submitted to the customs officers shipping documents, according to which single-layer Poster Paper was being transported across the customs border.

However, during the customs control and full customs inspection of the goods, involving an expert appraiser with full recount of the number of packages and identification of the goods, it was found that there are 34 packages (pallets) in the semi-trailer cargo space, which is 23 packages less than that specified in the shipping documents. Also, the discrepancy between the cargo and the information stated in the shipping documents was found.

In the explanation, the driver stated that he was present during the loading of goods, kept count of the loaded packages, but did not pay attention to inconsistencies in the number of packages in the documents and the number of packages actually loaded into a vehicle.

Thus, according to the customs legislation of Ukraine, carriers are responsible for the transportation or actions aimed at transportation of goods across the customs border of Ukraine concealed from customs control by submitting to customs authorities documents containing false information, only if such information concerns the number of packages, their labelling and numbers, and the carrier has not taken measures to verify the accuracy of the said information or failing such verification has not made appropriate entry to the CMR.

Currently, customs workers on the basis of violation of customs regulations stipulated by part 1 of Article 483 of the Customs Code and Article 511 of CCU, made a report, under which 19,600 kg of paper worth 535,607 UAH was temporarily seized.
