In the first half of this year, about 4,300 people have appealed to the the prosecutor’s office of the region with written statements.
The organization of the appeal reviewing in the prosecutor’s office is aimed at eliminating the practice of substitution of the state administration and control authoriries, strict adherence to the Law of Ukraine "On Prosecutor’s Office," since the approach of the prosecution to complaints resolving procedure has been modified. Thus, nearly 1773 appeals, which is 41% of the total number of complaints received by the prosecution, have been sent to other competent bodies.
With the introduction of the new Criminal Procedure Code of Ukraine, which establishes the legal procedure for appealing actions and decisions of the investigator and prosecutor, the number of resolved complaints on preliminary investigation has decreased by almost 40%. In particular, checks under appeals and complaints of physical and legal persons are conducted only in case of prior review thereof by the competent executive bodies of state supervision (control), local authorities, public officials or officials of appropriate level or their failure to make decisions on these issues within a specified period.
The number of resolved complaints on health and land use issues has decreased more than 1.5 times. However, there is still a significant number of appeals in this category – 156, indicating the lack of activity of state control bodies to eliminate land offenses.
50 appeals, including one from a deputy of Ukraine, have been fulfilled.
Complaints on preliminary investigation make up 8% of the total fulfilled complaints. Mostly, those are complaints against the actions and decisions of investigating police officers. Special attention is paid to children’s rights. Regional prosecution offices fulfilled every sixth appeal on these issues. Almost one in three complaints against violations of laws on wages have been fulfilled. Following the review of appeals, the prosecution have adopted 92 resolutions to conduct inspections, three criminal proceedings have been initiated, one of which has been forwarded to court with the indictment, 21 orders to eliminate violations have been filed, 5 illegal acts have been repealed, 19 officers have been prosecuted, law suits totaling in 216,000 UAH have been filed.
944 people have been personally received in the prosecution offices, including 157 – by heads of prosecution offices.
