“50” percent of proficiency – results of evaluation of Transcarpathian police officers

At the request of the media and civil society activists, the site of Transcarpathian police published the information concerning the results of evaluation of 1 and 2 category officers of the Main Office of the National Police in Transcarpathian region.

The competency test of Transcarpathian officers of the National Police began in May this year and is still ongoing. The evaluation takes place in three stages: on the first stage, higher management staff, on the second one – middle managers, on the third one – the remaining officers are evaluated. The first phase took place in Kyiv, and the second one – in Lviv and Uzhgorod.

The main element of the evaluation was interviews with specially established commission. It should be noted that commissions consisting of employees of the National Police, deputies and community activists were formed and approved in Kyiv.

Before the interview, the commission studied personal files, performance sheets of police officers, the results of tests for general ability and qualification, and declaration of income for the previous year. Also, they thoroughly studied information from public sources: publications, public statements and even rumors. It served as an additional basis for the interview.

After the interviews, the commission members would adopt one of the four possible decisions: 1 – suitable for the job, 2 – suitable for the job and deserves promotion; 3 – unsuitable for the job and shall be demoted, 4 – unsuitable for the job and shall be dismissed.

Currently, the evaluation of higher and middle management staff of the Main Office of the National Police in Transcarpathian region is completed.

During the first stage, 24 officers were evaluated, 13 of which were found suitable for the jobs, 3 were recommended for promotion. In total, those are 16 people, or 66%. 4 shall be dismissed, 4 shall be demoted, or a total of 8 employees, ie 34%.

During the second stage, 130 people were evaluated. 67 them were found suitable for the jobs, 7 were recommended for promotion, in total those are 74 law enforcement officers, or 57%. 20 shall be dismissed, 36 shall be demoted. In total, those are 56 officers, ie 43%.

Currently, the preparation for the third stage of the evaluation is taking place.
