2018 is the last of the three years dedicated to the reform of state and municipal print media, according to which all such publications must stop receiving funds from the budget and start working in the market conditions. However, the pace of reform leaves much to be desired. According to the Center for Democracy and Rule of Law, as of the end of 2017, only 123 publications throughout Ukraine have been reformed, which is only 17% of all 719 municipal and state newspapers. Municipal papers are being denationalised faster than the state ones: 18% of such publications have already been reformed, while only 9% of the state ones have been reformed.
In Transcarpathian region, 0% of municipal publications have been reformed, and this is the worst result in Ukraine. Thus, none of the 15 publications in the region subject to the reform has been denationalised.
