Question to the authorities: is it better to repair the roads five times a year or once but well? (PHOTODFACT)

"Hy, friends! I have stopped in the Avtomobilistiv street to capture this photo about the beautiful bridge that is being repaired five times a year. As a result, the bridge remains i the same condition! Question to the authorities: why not to do this once but well?"
