Students of UzhNU do not mind having “practical lessons” at customs

Chief Transcarpathian customs officer accepted the invitation of law students of Uzhgorod National University and acquainted prospective lawyers with the innovations in customs legislation.

Oleksandr Pohylko held open class for 80 third year students who had the opportunity not only to hear firsthand about the simplified customs procedures and customs work in law enforcement, but also to ask interesting questions and get competent answers from customs general.

The Dean and professors of the Law Faculty proposed to introduce a special course on customs activity and conduct practical lessons at customs so that the students upon successful training were able to join the ranks of Transcarpathian customs officials.

In his opening remarks, the head of the customs office in detail told the students what border customs is, its features and the advantages of the new customs law for citizens who cross the border, and economic agents.

 He said that in the last period Customs Service has introduced a number of necessary reforms and transition to modern innovative methods of customs authorities activity. This year, lawmakers adopted a new edition of the Customs Code, which contributed to Ukraine’s accession to the International Convention on the Simplification and Harmonization of Customs Procedures. These innovations have led to the compliance of the domestic customs legislation standards with the international standards, and also eliminated the differences between customs rules and procedures applied in Ukraine and in other member countries of the Convention.

Successful implementation of electronic declaration of goods for enterprises provided a convenient electronic documents circulation between customs and trade operators. Today, almost 50% of economic operators accredited in the jurisdiction of ​​customs Chop, switched to a transparent and modern form of declaration of goods.

Chief customs officer also mentioned the most important task of customs – filling the state budget. Today Chop customs transferred to the state treasury 980 million UAH, of which 918 million is directed to form grants of regional budget of Transcarpathia. And this is a real and timely payment of pensions, scholarships and salaries to teachers, doctors, other public employees.

Finally, the students asked the customs general, what constitutes a preliminary documentary control at the border. Oleksandr Ivanovich spoke in detail about the benefits of the enacted RC, which involves cutting the related border control authorities to a minimum. Their functions are now delegated to the border customs officers. This single state control significantly reduced the time for carriers at the border. This practice is successfully applied in the EU. 

At the end of the lecture the 3rd year student Yana Andriytso on behalf of all students thanked the head of Chop Customs for professional coverage of customs activity and frank communication with future young professional lawyers.
