Ministry of Education suggested legalizing parental contributions to schools

Ministry of Education suggests legalizing informal payments by parents, allowing parent committees to create charitable funds "to improve school infrastructure." Experts believe that legalization of contributions would increase extortion from parents.

The Ministry of Education, Youth and Sports consider the possibility of creating school charity funds to improve school infrastructure.

 

"The Minister proposed to strengthen the role of school parent committees as local government bodies and allow them to create charitable funds to accumulate sponsorship money. These funds can accept money from everyone willing to contribute – sponsors, employers, businesses, factories, private enterpreneurs and individuals, which will improve the material and technical conditions of schools and learning environment of children. This is a normal thing that everyone can understand. Parents committees will strengthen their role in the educational system. It must be organized through amendments to existing legislation."

However, experts believe that legalization of contributions would increase extortion from parents.

"Attempts to legitimize contributions violate constitutional right for free education. The state is trying to solve the problems of schools at parents’ expense because it can not invest in education."
