The Minister of Education Lilia Grinevich is visiting Transcarpathia on November 17 and 18. The Minister Grinevich in Transcarpathia is inspecting the practices of teaching at minority schools – within the framework of the forthcoming implementation of the new Law "On Education", she also meets with educators and discusses the new Law "On Education" with representatives of the minorities.
They discuss, in particular, Article 7 of the new law, which deals with the language of instruction in national minority schools.
"We are waiting for the decision of the Venice Commission – and then we will develop methods for the implementation of the new law"
Today, Lilia Grinevych inspected Uzhgorod school where teaching is conducted in Ukrainian and Slovak. Tomorrow, the Minister will visit schools in places densely populated by Hungarians.
During a meeting with the press, Grinevich noted that a number of methods for the implementation of the new law would be developed after the Venice Commission’s conclusions on the new law "On Education".
"Leave everything "as it is" is not an option, the system needs to be changed".
"Hungary’s position on the new law "On Education" today, unfortunately, is rather political – but at the same time it affects the interests of the children from the Hungarian minority living in Transcarpathia. I am upset that the political situation in Hungary, and in particular the election campaign, affects the law "On Education" in Ukraine. Unfortunately, the position of Hungary, when they say to leave everything as it is, is a position that can not be accepted. It will not benefit the children. The way it is now deprives the children of the opportunity to obtain higher education in Ukraine, because more than 64% of them do not pass Ukrainian language test," – Lilia Grinevich said.
She also noted that "it is not the fault of the children – it is the fault of the Ukrainian state, which has not managed to establish in schools for the national communities the system of education that would ensure that the children speak the official language".
"We have to change it," – Grinevich said.
"We will increase the quota for Ukrainian language teachers for national minorities and will be paying them 30% bonuses"
Lilia Grinevich said that next year, the quota for teachers of the Ukrainian language, including those teaching in schools for minorities, will be increased.
She also said that more than UAH 350 million is provided in the next year budget for teachers’ training, including teachers of the Ukrainian language, who will be teaching in schools of national minorities, in particular Hungarian.
In addition, Lilia Grinevich said that Ukrainian language teachers in minority schools would be paid 30% bonuses to their wages.
"I am aware with the problem of low EIT results in Transcarpathia, but it is a shared responsibility of both parents and teachers"
"We are aware of the situation with low EIT results in Transcarpathia," – the Minister Grinevich said. – We also have a problem of very low attendance at schools in Transcarpathia, especially in the countryside. Children do not attend classes. And this is a shared responsibility of parents and educators – that children are not motivated to study. In high school, they already plan to go abroad to do low-skilled work," – the Minister said.
"As the Minister, I encourage parents – no matter where you live, in a mountain village or in the city – to motivate your children to obtain higher education," – she said.
