Village heads, who neglect their duties, will be brought to justice

 In many settlements, the aftermath of the recent flood could have been minimized, if the gutters, drainage channels and underbridge passages had been cleaned.

– During the intense rain, water from the mountains is accumulated in the ditches along roadsides and drains into the lowlands, but if the ditches are clogged with tree branches and debris, congestions are formed under bridges that significantly increase water level – the head of the Transcarpathian Regional State Administration Hennadiy Moskal said. – When breaking through these artificial "dams", water carries debris on the roads and into people’s yards. If the village councils and local residents had maintained the ditches, the effects of the flood would have been much less severe.
Clearing of ditches is the duty of local councils, which they consistently ignore. Moreover, in Perechyn district, local farmers would not allow the machinery for clearing ditches to pass through their land. This can not go on. Village concils are obliged to clean gutters (especially in flood periods), and those, who will be ignoring this duties, will be brought to administrative responsibility and fined.
