Baloha appealed to the Prime Minister Mykola Azarov over the blocking of payments on his page in Facebook.
"Dear Mr. Azarov. You know that I am not only a candidate for election, but I also am the curator of the Transcarpathian region in the Cabinet. Before the elections Transcarpathians rightly raise many problems that have been unsolved for years. And you know it.
But today, I appeal to you on the impossibility of local authorities to make current payments and paradoxically – while having funds on the accounts.State Treasury does not make any transfers except for wages. Such delays in the region amount to more than 150 million hryvnias. It paralyzes the work of local authorities, causing unnecessary disturbance.
I beg to instruct the State Treasury to unblock accounts of Transcarpathian local authorities, thereby allowing for the normal functioning of local government."
