There is no money to pay salaries to employees of state administrations in Transcarpathia

As of July 1 this year, the State Treasury recorded arrears of wages to employees of local state administrations in Transcarpathian region amounting to UAH 4.8 million. By September 1, the arrears have increased by UAH 3.5 million (or by 72.9%) and amount to UAH 8.3 million, including UAH 615.7 thousand of overdue payables.

Now, there is no money to pay salaries to civil servants in Transcarpathia, and a similar situation exists all over Ukraine. The reason is that the expenditures for the executive power are not provided for in the State Budget of Ukraine for 2016. For non-payment of salaries, penalties shall be imposed on the payer. In addition to administrative penalties for this violation, criminal liability is provided too.

  The head of the RSA Hennadiy Moskal appealed to the Prime Minister of Ukraine Volodymyr Groysman, the Speaker of the Parliament Andriy Parubiy and the Chairman of the Parliamentary Committee on Budget to consider additional expenditures for salaries to employees of local administrations while drafting the Law of Ukraine "On Amendments to the State Budget Ukraine for 2016".
