Underage offenders are kept in jails more than a year. Most of them have been detained for minor offenses. This was reported to ZN by the Authorized Representative of the President of Ukraine on the Child’s Rights Mr.Pavlenko. This is the conclusion he came to, communicating with arrested children during the last nine months.
At the same time, Yuri Pavlenko considers that even a period of six months has already a negative impact on education since children, waiting for the verdict, go through the main "school": tattoos, jargon, behavior, a sense of authority.
The Authorized Representative of the President of Ukraine on the Child’s Rights is convinced that the detention of the child shall be carried out only "as a last resort – in case of felony or if no mediation or probation for a child can be applied".
Humanization of justice, when an underage person receives a suspended sentence for the first minor crime, has led to the fact that working with such a child has become a formal inspection. At the same time, according to Yuri Pavlenko, the main task is to prevent the repetition of offenses.
Note: in the 1st quarter of 2012, according to the publication, 1330 children were in the penal colonies of the country. 662 were in jail. 4433 were registered by the criminal executive inspection.
