The meeting of the Regional Council Budget Committee, held by its chairman Vasyl Brenzovych, have taken place. The deputies focused on consideration of amendments to the regional budget for 2013.
At the meeting, the commission discussed the allocation of additional subsidies from the state budget to align the financial security of local budgets, additional subsidies from the state budget to local budgets for providing assistance to care for the I and II group disabled, subventions from the state budget to local budgets for providing assistance to families with children, poor families, disabled children and temporary state aid to children, as well as amendments to the schedule for the General Fund of the Health Care Department of the Regional State Administration.
In the "Miscellaneous" sections, there were letters of appeal. Among them, there was one from the Chop mayor requesting to grant additional subsidies from the state budget in the amount of 2,900,000 UAH to align the financial security of the local budget.
The Director of the Department of Finance Petro Lazar reported on these issues, adding that the additional funds received from the state budget under the orders of the Cabinet of Ministers of Ukraine dated October 9, 2013 № 797-r and October 9, 2013 № 798-r, would be used solely for salaries of state employees and the payment of social allowances to individual segments of the population in accordance with applicable law. Accordingly, the following changes to the regional budget in the intersessional period shall be introduced. In particular, to increase the revenues to the general fund of the regional budget for 2013 in the amount of 164,986,000 UAH, as well as to increase the expenditures from the general fund of the regional budget at the expense of additional funds from the state budget by the same amount – 164,986,000 UAH – and to distribute it among the main managers of the regional budget.
The Department of Finance of the Regional State Administration shall allocate additional funds in the amount of 158,049,700 UAH between the administrative-territorial units.
In the "Other health measures" section, it was proposed to reduce the budget allocations under the "Program of preventive measures and control of communicable diseases in the region for 2012-2016" by 7,350 UAH and to increase budget allocations under the "Program of the reproductive health of Transcarpathian population for 2015" by 7,350 UAH.
Members of the Standing Committee agreed to the proposed changes to the regional budget for 2013 and recommended the Department of Finance of the Regional State Administration to amend the schedule of the regional budget for 2013 and to submit it to the Regional Council session.
